I wanted to provide an update to residents today regarding the recent tree-cutting work that took place in the area between Ramsayville and Anderson Road.

I want to start by thanking the residents of Carlsbad Springs for their quick action as strong community leaders for reaching out to my office on February 16^th, 2023, when my team and I were made aware of their concerns regarding clear cutting of trees between the Ramsayville and Anderson Road areas. Upon hearing this information, I immediately took the proper steps to consult with the City of Ottawa and South Nation Conservation Authority.

Some residents have misunderstood my silence in the media, on social media, and in my newsletter as a lack of action or initiative on this matter. A situation of this magnitude required time for all aspects of a complete investigation to be revealed. Since February 16^th, I have worked non-stop with staff behind the scenes to ensure that I could provide accurate information to residents about the matter. The way I work, I do not look for the spotlight in the media just to provide non-factual information to my residents. Therefore, to prevent providing any incorrect and/or partial information to the community, I needed to be sure that I heard from all parties involved to have fulsome details, explanations, and findings regarding the situation.

Today, on March 7^th, 2023, the City of Ottawa investigation into the tree cutting has concluded. The investigation revealed that although the land is subject to the Tree Protection By-Law, a tree permit is not required in circumstances where the tree cutting is for farming practices. Given this information, the Stop Work Order will be lifted later today. There will likely be more work done to remove trees in order to prepare for planned farming activities. This exemption is dependent on compliance, and any changes to the intentions with the land will be closely monitored by City of Ottawa staff. Furthermore, on-site activities in terms of hours of operation are still subject to the City Noise By-Law and I encourage any noise infractions to be reported to 3-1-1.

Furthermore, after receiving the memo from the City of Ottawa, I received a copy of the letter that was sent to the Carlsbad Springs Community Association on behalf of the Taggart Group. I was glad to see that Taggart acknowledged and apologized for their lack of communication on this matter, and am hopeful that this apology will lead to better communication moving forward.

As the Chair of the Agriculture and Rural Affairs Committee, I am pleased to hear that this land will be used for agricultural purposes in the interim, particularly with the need for more fresh produce in our local rural economy. Many residents are feeling the struggles associated with the inflationary prices of grocery items that put food on their table, and I am hopeful that more initiatives like this will be undertaken around the city. 

Once again, thank you to the residents of Carlsbad Springs for their advocacy and bringing this information to my attention. In the future, I trust that there will be better communication between all partners involved in the work related to the Tewin area. Je tenais à faire le point avec les habitants aujourd'hui sur les récents travaux d'abattage d'arbres qui ont eu lieu dans la zone située entre Ramsayville et Anderson Road. 

Je tiens tout d'abord à remercier les résidents de Carlsbad Springs pour la rapidité avec laquelle ils ont agi en tant que leaders communautaires en contactant mon bureau le 16 février 2023, lorsque mon équipe et moi-même avons été informés de leurs préoccupations concernant la coupe à blanc d'arbres entre les secteurs de Ramsayville et du chemin Anderson. Après avoir pris connaissance de cette information, j'ai immédiatement pris les mesures nécessaires pour consulter la Ville d'Ottawa et l'Office de protection de la nature de la Nation Sud.

Certains résidents ont mal interprété mon silence dans les médias, sur les médias sociaux et dans mon bulletin d'information comme un manque d'action ou d'initiative dans ce dossier. Une situation de cette ampleur a nécessité du temps pour que tous les aspects d'une enquête complète soient révélés. Depuis le 16 février, j'ai travaillé sans relâche avec le personnel en coulisses pour m'assurer de pouvoir fournir des informations exactes aux résidents sur cette affaire. De par ma façon de travailler, je ne cherche pas à me faire remarquer par les médias dans le seul but de fournir des informations non factuelles à mes résidents. Par conséquent, pour éviter de fournir des informations incorrectes et/ou partielles à la communauté, je devais m'assurer d'entendre toutes les parties concernées afin d'obtenir des détails, des explications et des conclusions complètes concernant la situation.

Aujourd'hui, le 7 mars 2023, l'enquête de la Ville d'Ottawa sur l'abattage des arbres est terminée. L'enquête a révélé que, bien que le terrain soit assujetti au Règlement sur la protection des arbres, il n'est pas nécessaire d'obtenir un permis d'abattage d'arbres lorsque l'abattage est effectué à des fins agricoles. Compte tenu de ces informations, l'ordre d'arrêt des travaux sera levé dans le courant de la journée. Il y aura probablement d'autres travaux d'abattage d'arbres afin de préparer les activités agricoles prévues. Cette exemption dépend de la conformité, et tout changement dans les intentions concernant les terres sera surveillé de près par le personnel de la Ville d'Ottawa. De plus, les activités sur le site, en termes d'heures d'ouverture, sont toujours soumises au règlement municipal sur le bruit et j'encourage à signaler toute infraction en matière de bruit au 3-1-1.

Par ailleurs, après avoir reçu la note de service de la Ville d'Ottawa, j'ai reçu une copie de la lettre envoyée à l'Association communautaire de Carlsbad Springs au nom du Groupe Taggart. J'ai été heureux de constater que Taggart a reconnu et s'est excusé pour son manque de communication dans cette affaire, et j'espère que ces excuses permettront d'améliorer la communication à l'avenir.

En tant que président de la commission de l'agriculture et des affaires rurales, je suis heureux d'apprendre que ce terrain sera utilisé à des fins agricoles dans l'intervalle, en particulier compte tenu de la nécessité d'augmenter le nombre de produits frais dans notre économie rurale locale. De nombreux habitants ressentent les difficultés liées à l'inflation des prix des produits alimentaires qui leur permettent de se nourrir, et j'espère que d'autres initiatives de ce type seront lancées dans la ville. 

Une fois de plus, merci aux habitants de Carlsbad Springs. es habitants de Carlsbad Springs pour avoir défendu leur cause et porté ces informations à mon attention. À l'avenir, j'espère qu'il y aura une meilleure communication entre tous les partenaires impliqués dans les travaux liés à la zone de Tewin.
